In a world moving towards a more eco-friendly and sustainable future, Health Compass believes it has the opportunity to create a new and efficient eco-system for the transaction of international private medical insurance (IPMI) business.

From the outset, Health Compass was designed to be different to anything currently on offer to the market and it sits at the centre of the IPMI ecosystem. It’s an enabler that allows insurance companies, MGAs, brokers, IFAs and other intermediaries to better engage with the end customer and, in many ways more importantly, convert more leads by quite simply delivering the product that the best fits the client’s requirements.

The ability to enhance the speed and efficiency of communications between all parties in the value chain will benefit the entire industry. What Health Compass also delivers is the ability to share all broker agreements and access to international licences for brokers looking to expand their global footprints. This in turn provides assurance to underwriters that the brokers they are transacting business with are compliant for the territories in which their clients wish to travel and live.

However, Health Compass is not here to ‘eat anyone’s dinner’. The technology’s role is to connect people in the IPMI ecosystem. It does not have its own products and is not looking to sell cover itself. The platform will also not communicate independently with end clients, a red line for founder David Eline.

“By setting clear communication boundaries Health Compass can more easily deliver on its objective to be a platform which connects those in the market, specifically the product providers with intermediaries looking to sell IPMI cover. The objective is to make business happen and provide the environment for collaborative sales,” said Health Compass founder, David Eline.

Health Compass is not a price aggregation site, rather it is a distribution aggregator for insurers and MGAs looking to get their products to market and ensure clients are covered by the policies that are most suited to their needs and budget.

Health Compass has received a great deal of praise for its comprehensive benchmarking capability. The system is built on publicly available information. This allows it to accurately create a clear scoring system that enables intermediaries to easily understand which product best matches their client’s specific requirements.

Health Compass is creating a global network of brokers and insurers that can leverage its platform to enhance their ability to operate seamlessly, speed up response times and reduce frictional costs.

The complexity of compliance for insurers and brokers is only increasing. Health Compass ensures that every IPMI transaction has the right licences for the given territory.

“In simple terms, it is compliance driven and allows brokers to open the doors to new markets and do so in the knowledge they have eliminated the risks around licencing,” continued David.

Health Compass aims to be at the centre of the change that is coming for the IPMI market. And it’s the technology that will change the way insurers and intermediaries transact business in the future. The benefits for early adopters of technology have been both tangible and significant, and the IPMI sector now has a platform that can provide real opportunity to those who recognise what it can bring to their operational efficiencies.

The Health Compass ecosystem is already evolving and a growing number of leading insurance providers and brokers are realising the benefits it can bring to their ability to convert leads into clients.

Health Compass spoke to Association of Medical Insurers and Intermediaries (AMII) executive chairman David Middleton to get his views on the future for the sector and his thoughts on what the Health Compass platform will bring to the international private medical insurance (IPMI) market.

Set up in 1998, with the aim of creating the industry body for intermediaries, AMII has worked hard to deliver on its aim. AMII membership now includes providers as it continues to strive to be the voice of the whole health and wellbeing industry.

“We have set professional standards to be members are looking to provide training and education and seek to get intermediaries and providers collaborating to make the medical and wellbeing space a better world.” David explains.

While AMII is predominantly UK based, the association and its members are called to operate in the IPMI market.

“International medical insurance is important to a number of our members” explains David. “There is local coverage, of course, in all different areas in the world, but it’s not appropriate for some employees. Therefore, IPMI is a critical and growing piece of the international consulting jigsaw.”

However, he adds, while aspirations can be global, delivery can sometimes be a challenge.

“When members talk to global businesses, the immediate question is: are global employees covered correctly? The answer may well be not.”

“Failure to understand how a business operates globally is a risk to UK only intermediaries as it leaves them open to their client having discussions with global consultancies. So for me, IPMI is important and all intermediary businesses should understand it.”

“International PMI provides wider coverage and is more expensive as a result. But cover has to be appropriate. There are without doubt employees in IPMI schemes that would be better suited to local plans,” he adds.

“On occasion remuneration can be ridiculously high, for the work that is done” he explains. “I do think there is a possibility that the FCA will review in the future particularly with them seeking to ensure that intermediaries justify the work it does for the remuneration it receives.

David believes that Health Compass can be part of the industry’s future.

“I have seen the Health Compass platform and it looks good,” he says. “As an intermediary, you need to be able to quickly compare cover and pricing and get quotes from providers which is a challenge as comparing a product against those in the market is not easy. I think, what David Eline and Health Compass has produced is excellent.

“It reduces the time taken to provide the right information to clients but also, from a compliance perspective, it actually ticks a lot of boxes too. I don’t believe that all providers are on the platform at the moment, but many are and more will come on board as time passes.”

He adds: “Technology done well really makes things simpler and more compliant.”

Looking to the future David says the UK market needs to get closer to its national health services and work together to tackle the threats they face.

“The pandemic has obviously changed many things in lots of areas, but we are coming out the other side,” he adds. “The pandemic has enhanced the use of technology. We have seen that it is possible to have consultations with GPs and with consultants via Zoom or by Teams.

“If there’s positive from the pandemic, I think that is one of them: we now understand that we don’t always have to do things face to face. Having said that I still think there is a place for face to face because human beings tend to like that.

“Wearable technology will become increasingly prevalent to provide data for services that make decisions about our health. At the moment, we can track our steps, we can track our heart rate to an extent but new innovations will provide more data to help us with the delivery of health and wellbeing without shadow of doubt.”

“I’d like to see the NHS and the private medical sector working more closely. We saw it work during the pandemic, because the private hospitals were utilised by the NHS and that was a real positive. But there’s still an awful lot to do.

“Many of the consultants are working across both, but as groups the NHS and private sector don’t work closely together.

“The future seems bright for the sector as we are seeing a lot more demand for private medical treatment at the moment both on an insured and self pay basis quite simply because of NHS waiting lists.”

As the Health Compass platform continues to grow with more brokers and providers accessing the system, it has highlighted why tomorrow’s insurance platforms will need to move away from the one dimensional.

The growth of pure aggregator sites has been rapid. While the benefits of accessing a range of products on a single site, including ease of access and competitive price pressure driving ever lower premiums have been lauded by many, the downsides have become ever more apparent.

A drive to commoditised products which can be more aggressively priced on such sites have led to rising criticism of clients buying products which may not meet their needs.

For the IPMI market the complexities of client needs, coupled with the broad range of covers and products on offer, has caused a dichotomy in the intermediary space. While some intermediaries have made a conscious decision to specialise in the IPMI market, the complexity has left others reluctant to get involved. The difficulty in understanding the details has given rise to concerns about lack of access to information that would allow them to make an informed choice on which product best fits their client’s requirements.

It is here where established systems have been found wanting. While some systems are focused on the analytics of the cover offered, they do not offer the capability to match the quality of that cover to price, and how this compares with similar products from rival providers.

This one dimensional approach by the current platforms requires change and Health Compass is a leading example of the two dimensional platform of the future; Health Compass not only delivers the ability to compare price of the cover but also the quality and complexity of the cover in question.

Health Compass factors price aggregating, benefits comparison, licensing/brokerage agreements fronting, and workflow into one 360 degree solution which is easy to use and improves profitability for all participants in the IPMI distribution chain.

From the outset the aim of Health Compass has been clear: to give intermediaries the ability to offer the best possible advice to their clients and sell IPMI more easily.

The platform supports both expert and non-expert intermediaries with the ability to match a customer’s need with the best price/cover combination from the vast majority of providers in the market.

Historically it has been extremely difficult for the brokers to properly compare benefits from a range of IPMI products or give customers an indication of price on the spot. Health Compass compares covers on a level playing field basis and scores the ‘quality’ of benefits so comparison is clear. This avoids the situation of brokers requesting proposals from insurers with little idea of which product has the best coverage option for their clients.

Brokers can increase their responsiveness to clients and reduce the analysis, pricing and workflow tasks, freeing up time for business development and making it easier to build larger books of business overall.

With the platform now established and open for business, the short-term aim is to grow the Health Compass community with brokers across the globe.

This includes intermediaries working on the fringe of the IPMI market. No longer will they need to pass on a customer’s IPMI request or risk losing the client to a competitor because the right brokerage agreement or knowledge level is not in place. Health Compass makes the distribution of a complex product easier.

With users in Asia and in the UK, access to products from 11 of the leading insurers and MGAs in the sector, the two dimensional platform of the future is already a reality.

Health Compass spoke to Trevor Keidan of expat financial and wealth management services provider Infinity Financial Solutions—which has a number of offices in Asia—to discover what attracted him to the Health Compass platform and the benefits he believes the system is delivering.

1). What made you sign up to Health Compass’ new platform?

We had been looking for a system which would allow us to effectively analyse the International PMI market. Traditionally we used excel and our own IP of the market in order to source the analysis – an approach that was laborious, time consuming and not over analytically accurate.

We had even got to the point where we thought of developing something ourselves. The aim has always been to look at ways of selling on-line which had less adviser input.

What we wanted was the ability to compare the products in the market on a truly objective basis to be able to identify the solution that best suits the needs of our clients. That is the raison d’être of Health Compass.

2). What has been your experience so far?

We have only been part of the platform recently and, like any system, Health Compass takes a little time to get used to – especially as it entails a change of the habits we have built over time. The system is good and does what it wanted to achieve.

Whilst there are already a large proportion of providers on the platform, as the product range expands over time it will only get better. It’s great now but ideally needs all the major underwriting players in the market on board. This is one of the reasons why we introduced Health Compass to some local providers – if their details can be added to the platform it all helps to match our specific needs.

I would say it has the potential to be a serious part of the market but that will come as the product suite becomes more comprehensive. Different players have different approaches to different regions of the world so the more products on the platform the greater the choice for the client and the better able you are to analyse the suitability for the client.

3). What benefits does the platform deliver to you and your clients?

I would say the benefits are clear. It really allows us to compare and contrast the benefits of the different products on a completely level playing field. It allows you to really delve into a product and, by understanding what is important to your client, offer a solution that best fits their needs. The data is transferable so you are able to create a matrix which makes the ability to compare the products even easier.

4). The platform requires the intermediary to cede a percentage of their commission – do you feel that’s an issue?

In many cases the platform has been able to deliver a higher rate of commission so it is not so much of a negative for us.

It very much depends on the type of broker you are. It may be an issue for those in the market who are simply policy pushers – whose sole purpose is to push a policy and sell as many as they can. The advisers who are looking to do more analysis across the market and match client needs with the right solution will view Health Compass as a positive as it makes that analysis easier and more precise. The platform brings the product providers together and helps to pinpoint the client’s sweet spot.

5). Given the way in which the pandemic has changed the way people work do you think the Health Compass platform has arrived at the right time in the market’s development?

COVID and the pandemic have not really had a significant impact. The major result has been ability for advisers to pivot and change their workstyle. The platform is a tool that can explain the products. The fact that it allows us to trade end to end is a bonus for our business. If we are in a position in the future where the platform can be embedded into our website to allow clients to buy online via the platform it would be our nirvana.

It is a pity Health Compass was not around earlier. However, the right time is now and the platform is ready now. We need all IPMI providers to come on board so advisers can benefit even more from what the platform can deliver.

The international private medical insurance (IPMI) market is becoming ever more competitive, however, the launch of Health Compass will be a game changer for intermediaries seeking to access the market, cut through the complexity and reduce transaction times.

Health Compass is a technology platform that makes it easy for intermediaries to sell IPMI to an ever wider set of customers. By using the platform intermediaries can break down the barriers around speed of selecting the right cover and binding contract for clients.

With a myriad of individual healthcare needs, Health Compass combines a unique ‘benefits scoring’ feature with a multi-carrier price engine meaning that, for the first time, a broker can have immediate visibility of a policy’s benefit scoring and price when making client recommendations.

The platform is fully licensed across with world’s key geographies and allows intermediaries to:

identify suitable products from hundreds of options offered by a huge range of IPMI insurers, compare the differences in their scope and price, and send a proposal to the client in less than five minutes

efficiently access the IPMI market and help their clients understand differences in policy options quickly and in simple terms

provide clear and recognisable product comparison to clients that demonstrate exactly how individual policy options and suggestions meet their needs

demonstrate the ‘quality’ of cover being recommended with a unique algorithmic tool that scores cover from one to four stars

cut transaction times when compared to dealing directly with an insurer or MGA, including response times from the underwriter once the application documentation is submitted.

Benefitting intermediaries, whether IPMI specialists or not

The platform holds tremendous potential for intermediaries of all types, whether seasoned IPMI specialists or those with a handful of clients each year that would benefit from this type of cover.

Specialists can quickly compare product coverage and price and use this information to guide the advice they offer to clients. Indeed, the whole process from inputting the client’s details into the system to sending them a proposal can take just a few minutes.

Non-specialists can immediately access a huge cross section of the market in a fully compliant manner, with 80% of the market’s IPMI products available on the platform. This creates the potential to build a book of new IPMI clients and cross sell other financial services products and insurance policies.

Ownership of customers added to Health Compass remain firmly with the intermediary.

What Health Compass is, and what it isn’t

Health Compass is not an intermediary or a broker, it does not operate on a price aggregation model. The platform could be considered a wholesale electronic broker providing access to the IPMI market for the wider intermediary community. Health Compass does not compete with brokers or insurers but acts as an enabler and communication tool to help intermediaries convert leads into trades.

The platform offers partner intermediaries the ability to access Health Compass’ regulatory and business umbrella. It is fully licensed in Europe and authorised to operate in the UK by the Financial Conduct Authority.

Through Health Compass, for example:

UK intermediaries can support clients across Europe and European brokers can access the UK market

Regulated brokers in the US or in the Middle East can place business in Europe/UK

UK/European brokers can place business in offshore territories

The medium-term goal is to develop the capability to execute in highly regulated markets such as Dubai and Singapore where off-shore distribution becomes more complex. Indeed, in the longer term, Health Compass will be fully regulated for the majority of countries and territories around the world.

Health Compass truly is a bridge that can be used to build a long-term book of IPMI business.

A two-phase access process for intermediaries

While the capability to provide all the benefits of Health Compass are already in place, how intermediaries can access them will be delivered in two phases:

Phase one: allows any intermediary to access the platform via the Health Compass website. Once they connect, Health Compass will provide seamless end-to-end workflow capabilities all the way to submission of the proposal to the insurer.

Phase two: will see Health Compass offer APIs to enable brokers to embed all the benefits of the Health Compass system and technology within their own websites, allowing customers to interact directly with the platform to complete the submission and selection process.

Latest technology

Health Compass has been designed using the latest available technology to speed up transactions, remove complexity and enable intermediaries to deliver an easily understandable comparison of the way in which policies will meet a client’s needs. The platform is future-proofed to ensure new innovations can be quickly and seamlessly integrated to enhance what it can offer intermediary and insurer alike.

Health Compass will become an indispensable tool in the intermediary’s ability to enhance their knowledge of IPMI products, understand future innovations and deliver clear and concise advice in a way that clients are increasingly demanding.

As highlighted in our Jan 2022 blog with the likelihood of the sector facing a skills shortage in the months to come the benefits technology can deliver cannot come soon enough.

It has been termed the “Great Resignation” with businesses across the world are seeing a huge uptick in resignations as the new year prompts many to not only change jobs but also their lifestyles.

While resignations began to rise exponentially in October there is no sign that the pace is slowing.

The term was coined by Anthony Klotz, a professor of management in Texas, who in May 2021 said a wave of resignations was coming as people digested the lessons of lockdown and reimagined what normal life should look like. After working from home for months, with no commute and more time with family, many people have decided it’s time for a change.

In the UK, a study by recruitment firm Ranstad UK found nearly 70% of workers thought they could get a new job if they wished and a quarter of employees who participated the study said they planned to move jobs in the next three months.

In the US, the so-called ‘quits rate’, a measure of voluntary resignations per month, rose in August to an all-time high – 4.3 million people, or 2.9% of the entire workforce, according to the US Bureau of Labor Statistics.

The picture is no different in other parts of the world, with a report from Digital Workforce Trends claiming that ASEAN companies are experiencing a growing shortage of skilled workers and difficulties when looking to transition employees back to on-site work.

The insurance industry has been braced for a rise in resignations and the IPMI sector will not be immune to the impact of this post Covid phenomena.

Ranstad UK CEO Victoria Short said: “The Great Resignation is here and job loyalty is a thing of the past. Very few people moved jobs during the pandemic – the missing quits. A lot of people who wanted to quit just hadn’t and they led to a deluge of resignations. Another factor is burnout. Some teams have been running too hot for too long.

“The pandemic has changed how some people think about life, work, and what they want out of both. It’s made people step back and rethink their lives. Covid has reminded them that life is too short – and the number of vacancies means that not only do they want to change one of the key aspects of their life – their jobs – they can.

“In some cases, people are changing their whole careers. The most important factor, however, is that ties to firms have become weaker. Working from home means you are no longer sitting next to a friend or that you have a particularly good commute. Suddenly those factors, which are surprisingly powerful, are negated; working from home makes it matter less who you work for.”

The complexity of the IPMI classes of business makes the underwriting and distribution of products a skilled process and there are concerns that in the months to come the exodus of experienced staff will leave gaps that the industry will struggle to fill.

As a regulated business the market needs to ensure that a lack of skilled and experienced staff are not leaving organisations open to breeches of any regulatory requirements.

One such issue is around product transparency where technology will increasingly be utilised to allow intermediaries to more easily discuss the key differences in a range of policies with clients. This will enhance client’s abilities to make informed choices and provide greater job satisfaction to intermediaries able to match cover with client need more accurately.

Technology is also helping to replace mundane and time consuming repetitive tasks – such as ensuring documentation is created and delivered securely to all participants in the transaction. This will go a long way to allowing businesses to deploy their skilled staff in areas where they can make a tangible difference to the business with more challenging roles.

‘Boreout’ as some have termed the phrase is a challenge for many employers, and is not helping with the trends associated with the great resignation. In one an extreme case, a court in France awarding damages to a perfume company employee suffering from boreout. The court decided the firm was guilty of harassment by depriving the worker of meaningful, challenging tasks after sidelining him with non-existent duties over four years.

With the likelihood of the sector facing a skills shortage in the months to come the benefits technology can deliver cannot come soon enough.

The COVID pandemic has proved to be a double edged sword for IPMI underwriters and the wider industry.

The pandemic has driven a huge demand for IPMI products. A new and significant risk to health, combined with the inability of expats to return to their country of birth, has exacerbated the need for international private medical insurance.

It’s a scenario that points to a positive period of growth for the sector as increasing numbers of expats place greater emphasis on sourcing sufficiently robust insurance for their medical needs abroad.

COVID has also accelerated the ability to deliver remote services. However, there’s a darker side to the impact of COVID; one which is increasingly challenging underwriters, brokers and members.

As the worst of COVID subsides and healthcare facilities open up to non-COVID treatments, members who had been forced to postpone non-essential treatment have been able to reschedule procedures. However, healthcare providers are also looking to recover revenue lost during the imposed lockdowns and social distancing measures.

At an online seminar hosted by Health Compass in June 2021, Alistair Dickman, Group Head of Business Development, April International Care in Singapore raised the issue. Dickman explained that, as his firm’s members began to seek to reschedule non urgent procedures, underwriters were seeing medical providers looking to recoup money lost in the past 18 months.

“COVID saw pre-planned surgeries postponed, but in Q4 last year we started to see people return to hospitals for their procedures,” he explained. “What we have seen are hospitals, specialists and dentists seeking to regain income. We have witnessed invoice rises, excess billings, and what we see as charges for needless tests.”

His views were echoed by the market and there remains concern from intermediaries that insurers had yet to recognise the evident rising costs in treatment in recent months which was leaving members with insufficient coverage levels to fund their treatment.

Intermediaries add they have seen a shift in the costs being charged for treatment. The view is that those medical service providers which suffered in 2020 are looking to double their income in 2021, to recoup the lost revenues. As such insurers need to change their covers to reflect the change in costs.

Far from easing, the problem has increased with underwriters concerned that claims inflation is reaching near unsustainable levels. While insurers are increasingly challenging billings, they are also cognizant of the need to ensure that members who have been waiting for procedures, can have them carried out.

It’s a situation that has forced underwriters to examine their broader cost base and find efficiencies that can remove frictional costs to offset some of the claims inflation.

One area is the perennial challenge of product distribution. Technology has already delivered change through COVID and the opportunity exists to build on the necessity to trade remotely, as witnessed over the past 18 months.

It comes with the need to deliver transparency in wording and coverage in order to meet the regulatory requirements to treat the customer fairly. These demands lend themselves to a new breed of covers which can be distributed electronically, reducing the time between proposal submission and quote.

Such a system would also allow proposal forms to be delivered electronically and with it reduce the need for rekeying and inevitable human error, and free up staff time to improve customer service levels.

Technology is set to drive change for the IPMI market and its participants. The tide of digitalisation is already impacting the wider insurance industry and IPMI cannot afford to be left behind.

The IPMI market is set for a period of continued growth as the COVID-19 pandemic has changed the perceptions of the public towards the value of health cover.

The reopening of international borders, as the vaccine rollout continues, has created a steady movement of staff and their families globally.

However, the pandemic has left a deep impression and the recognition of the need for adequate health cover has increased exponentially.

As the pandemic eased, an extensive Swiss Re survey across employees in the major Asian markets which found the fears for their financial futures were accompanied with concerns over access to healthcare.

“The rising awareness of health and mortality risks are key factors that drive strong growth in risk and health insurance premium, even in the middle of the COVID-19-triggered economic recessions.” said Irina Fan, Head Insurance Market Analysis at the Swiss Re Institute. “For instance, in 2020, health insurance premium maintained double-digit growth of 10.5% in APAC, in contrast with the previous Global Financial Crisis, when health-related premium growth slowed down sharply.”

Health insurance remains top of mind for consumers, with medical reimbursement and critical illness ranking as areas that consumers are keen to seek more protection in the future. The stress of the pandemic has also made insurance customers more price sensitive.

Swiss Re’s survey also found that, across the markets surveyed, 80% of respondents said price is the most important factor in insurance purchase decisions (up 5% from 2020).

COVID-19 has also prompted greater attention to policy coverage. When asked, 33% of respondents in the region rated breadth of cover as the most important insurance element – this is of particular importance to buyers in Mainland China, Hong Kong and Malaysia.

The survey further highlighted how the pandemic has promoted more proactive management of personal health and increased emphasis on mental wellness. Across the region, 71% of respondents indicated they are practicing stricter personal hygiene habits, 50% implementing healthier diets, 48% getting more exercise and 40% practicing better sleeping habits.

Interestingly customers now see digital access to process transactions and speed of claim processing/payment as standard offerings when looking for policies. In Asia in particular this comes as little surprise as the use of technology in the sale of financial services was already accelerating before the move to remote operation during COVID.

However, the market would be remiss should it think that the drive towards the use of technology is restricted to Asia. Such has been the increase in the use of technology in mature markets such as the US and UK, that the UK regulator has announced it is to create a new set of rules for the use of technology within the insurance transaction, from marketing to the policy itself.

It comes with a regulatory demand for greater clarity as part of the drive to treat the customer fairly.

The rise in technology creates a dynamic for the IPMI market. The benefits that come with an increased use of technology in terms of the speed of process and the reduction in frictional costs are becoming increasingly clear. This is coupled with a growing demand from members and potential clients for the delivery of products via technology platforms.

It comes with a regulatory demand for greater clarity as part of the drive to treat the customer fairly.

At the heart of the process is the intermediary, keen to build on their relationships with the insurers, and faced with a rising demand from clients who want a faster quote and bind process.

Brokers are reporting that clients are asking more questions and seeking more information in which to make their buying decisions.

It creates the demand for a platform on which brokers can access policy details, electronically submit proposal forms and receive quotes in hours rather than days.

The pandemic has created a momentum for digitalisation within the insurance sector. The IPMI sector will not be immune to its impact and is now it a position where it needs to respond.

As much of the world remains in the grip of third and fourth waves of Coronavirus the IPMI market has remained resilient and while opportunities remain for underwriters and intermediaries alike, the pandemic has highlighted the need for changes to be made.

The rapid rise in the level of infections in countries across the world has seen many countries reintroduce measures that severely limit or outright prohibit international travel in an effort to reduce the spread of the virus.

This has created a crisis for international firms and their employees, with some unable to travel to new roles whilst other have been forced to remain in place long after their time as an expat should have come to an end.

IPMI market performance

However the performance of the IPMI sector has remained positive despite the challenges members’ face.

Individual IPMI performance has been especially strong as expats and wealthy local nationals are understanding the value in being properly covered and have been looking to adapt policies to ensure they have appropriate cover if or when needed.

Challenges for the group market have been more marked but there are signs of more positive performance. Insurers’ results have been strong as the cancellation of all but non urgent procedures has seen a sharp drop in claims. However, premiums are still on the increase as underwriters brace themselves for an uptick in claims levels as the pandemic eases and postponed procedures are carried out.

In a surprise response to Covid, many insurers are now also dropping the traditional pandemic exclusions from their policies.

The outlook for COVID-19

World Health Organisation Director General Dr Tedros Adhanom Ghebreyesus, speaking last week said the world was faced with a 18-24 month process to get to a point where COVID could be managed and only then if the world solved the current vaccine imbalance.

“The global failure to share vaccines, tests, and treatments – including oxygen – is fuelling a two-track pandemic: the haves are opening up, while the have-nots are locking down,” he warned. “The longer this discrepancy persists, the longer the pandemic will drag on, and so will the social and economic turmoil it brings.”

Dr Ghebreyesus added: “I have called for a massive global push to vaccinate at least 10% of the population of every country by September, at least 40% by the end of the year, and 70% by mid-next year. If we can reach those targets, we can not only end the pandemic, we can also reboot the global economy.

“I am often asked when the pandemic will end. My answer is equally simple: the pandemic will end when the world chooses to end it. We have the tools to prevent transmission and save lives. Our common goal must be to vaccinate 70% of the population of every country by the middle of next year.”

Where next for the IPMI sector?

Insurers have seen a change in the approach to IPMI from members.

Across the world, there continues to be a reduction in the numbers of members accessing routine care, with many having been encouraged not to do so by governments who are keen to ease the strain on healthcare facilities currently struggling under the weight of the global pandemic.

In recent months there had been a view that the numbers of postponed procedures – which were now being rescheduled – was rising, but third and fourth waves are likely to push back those procedures as international health services again look to focus on the rising number of COVID patients.

Earlier this year Aetna reported that, in its study of members, one in 10 expats will not go to the hospital for a medical emergency during the pandemic.

Fearful of losing touch, insurers have been looking to find ways to engage with members via telehealth and other methods of virtual support.

Not surprisingly many expats want to move back home, or to somewhere with better access to healthcare. This has come with moves to ensure their family members are covered by more enhanced IPMI amid fears for the health of loved ones.

What COVID has also done is highlight the long standing issues faced by the IPMI sector when it comes to their products and distribution.

The complexity of the product has become ever more of an issue given the inability for face to face discussion between prospective members and intermediaries to examine the options, the coverage and how the policies will react. Price remains an issue and with expats, uncertain of their futures, looking at the costs of cover despite their fears over the pandemic. It has led to some looking to reduce the level of cover for outpatient and non-urgent procedures to ensure they have enough cover in place should they fall seriously ill.

Questions relating to destination and plan portability have become common given some locations don’t allow citizens from another country to enter because of the pandemic, and high rates of positive cases. At the same time, some countries now mandate specific Covid-19 coverage for anyone trying to get a visa and enter the country.

It has created a need for underwriters and intermediaries to be fully aware of the current and ever changing regulatory requirements for members across the world.

The sector is rapidly looking at how technology can meet many of the challenges, via the simplification of products and the ability to contrast and compare policies in a way which can be easily evidenced to clients. There is also a drive to use technology to reduce frictional costs and speed the ability for coverage to be enacted from quote to bind.

While Dr Ghebreyesus believes the world has it in its power to end the pandemic, technology is creating the power for the IPMI sector to solve the issues which have become more acute during the pandemic.

The question remains is the industry willing to undergo the required evolution?
